Starting in Summer 2026, ICBC is modernizing the licensing process. For many B.C. residents with a clean record, the second road test (Class 5) is being eliminated in favor of a 12-month monitoring period. However, this does not apply to everyone—international drivers and those with certain driving records may still be required to take the test.
Full License Habit Reset: Even if you skip the test, your insurance risk changes. Most "at-fault" accidents for new Class 5 drivers are caused by "lazy habits" like one-handed steering or poor scanning developed during the N-stage. Book a 1.5-hour Technical Audit to protect your driving record.
The British Columbia Graduated Licensing Program (GLP) is undergoing its most significant modernization in decades. Here is how the 2026 changes affect Richmond drivers:
Starting in summer 2026, Class 7 Novice ("N") drivers with a clean 12-month driving record will no longer be required to take a second road test to obtain their full Class 5 license.
While ICBC is changing the rules for 2026, the technical standards haven't changed. Refresh your core road knowledge here.
Instead of a test, eligible drivers will enter a restricted Class 5 stage. If they remain violation-free for 12 months, they automatically transition to a permanent Class 5 license.
During this probationary period, there is zero tolerance for speeding, impaired driving, or distracted driving (any phone use).
Drivers over the age of 25 may benefit from an accelerated timeline through the GLP stages due to lower statistical risk profiles.
Important—these changes do not apply to drivers from non-reciprocal countries. If you are an international driver who failed a test in 2025, you are still required to pass a Class 5 road test in 2026.
